Subdivision Development Regulations

- Any subdivision shall contain a minimum of 6 building lots
- The developer shall be responsible for the financial cost of rezoning land which may be necessary for the development
- The developer shall, at his own expense. Rectify and make good any defect or fault however caused appearing within a period of one year from the date of completion of the development
- The developer shall pay the Town all engineering supervision fees deemed necessary for the Town to secure a detailed review for proceeding with a permit and for final inspection before taking over the development
- Developers are responsible for installing water lines, tie-ins and curb stops to their boundary lines of lots sold in their development
- Developers must provide Council with legal survey before roads are taken over by Council
- Persons who develop land/sub-divisions in the Town of Kippens shall require a permit before tying in/connecting to the town’s water line
- Developers in the Town of Kippens are subject to the “Standard Specifications for Municipal Services” as published by the Province of Newfoundland and Labrador, Department of Municipal and Provincial Affairs.
- A metal bracing line is to be installed on top of all plastic pipes for future location of pipe in case of a break in the system.
- Unsold lots – Upon receipt of a written request from a developer, the Town will grant an exemption from municipal taxes and water rates on a subdivision which has been approved by the Town of Kippens, commencing on the date on which the town accepts responsibility for the subdivision. This exemption will be for a maximum of three years (36 months) from the date on which the town accepts responsibility for the subdivision. The exemption will apply to only the unsold properties within the approved subdivision. At the conclusion of the five year exemption period, residential water rates and taxes based on the assessed value of each lot within the subdivision will apply.
- The hours of operation for construction work in the Town of Kippens as per noise and nuisance regulations be 7:00 am to 9:00 pm
- Turn radius will be 25m (centerline) minimum to comply with the Transportation Association of Canada specifications for a 30km speed limit.
- Asphalt will be a minimum width of 9m and a minimum thickness of 80mm (40mm asphalt base + 40mm asphalt surface)
- Developer to supply Town with electronic copy of subdivision layout (CAD format)
